Please join the ABGPA Midstream on August 6, 2019 at Bella Sera for our Q3 Speaker Luncheon. Dewitt Burdeaux, TRC Companies Director of Pipeline Regulatory Services, will be presenting on The Gas Mega Rule: PHMSA’s three rulemakings for gas transmission and gathering lines.
Now that all issues have been discussed and voted on within the PHMSA Gas Pipeline Advisory Committee (GPAC), what are the next steps and expectations? This discussion will focus on the anticipated substantive changes expected after going through this process.
Mr. Burdeaux has over 40 years of experience and progressive responsibility in pipeline safety compliance, training, and consulting. His qualifications include direct involvement or oversight of the development of required regulatory compliance programs meeting or exceeding OSHA, FMCSA, PHMSA/HazMat, PHMSA/Pipeline Safety while working in the private-sector. He performed oversight and served in an advisory role to pipeline engineering/operations groups regarding design standards, O&M activities, and integrity management programs for gas distribution, hazardous liquids and gas transmission pipeline systems.
Mr. Burdeaux’s background includes extensive public service. He has evaluated pipeline operator written plans, procedures, and implementation of such plans to determine compliance with state and federal regulations, reviewed engineering drawings and construction specifications to determine adequacy and regulatory compliance, performed on-site inspections of construction and maintenance activities. Where necessary, he initiated and composed enforcement actions where regulatory deficiencies were noted and served as State’s witness in informal and formal hearings. He has investigated incidents involving death, hospitalization, and/or property damage.
Mr. Burdeaux served as project manager and primary author of PHMSA’s Final Rule for regulating onshore natural gas gathering lines and author of PHMSA’s Notice of Proposed Rulemaking for crude oil gathering lines and other low stress lines transporting petroleum products. He represented PHMSA on the development of the IM for Gas Distribution Systems rulemaking and multiple API standards committees.
